Access to funding for management and leadership development.

A continuation initiative for employers who have already committed to the development of their managers, leaders and future organisational performance.

The initiative provides access to grants for CPD programmes and in-house training, and matched funding support for individual courses and larger training requirements.

Your organisation is eligible if:

You have between 30 and 500 employees in the UK.

You have previously accessed any of these funded training initiatives:

  • Train to Gain Leadership and Management Budget (2009 to 2011)
  • Gearing up for Growth (2012 to 2014)
  • Level 3 or 5 Apprenticeships in management and leadership with a paid success fee (2017 to 2025)
  • National grant development initiatives (2020 to 2025)
  • Regional development initiatives (2025 to 2026)

How it works

The initiative gives assured access to financial support within a fixed period. Employers are able to access the funds below as required until  5 April 2027. 

The Funded Development Access Pass is available to qualifying organisations. A registration fee of £135 plus VAT applies and covers the requirements of the whole organisation (legal entity).

An option to renew registration for the year from 6 April 2027 to 5 April 2028 is guaranteed with the same registration fee charged for that year if taken up. Applications for renewal will open on 4 January 2027 and close on 2 April 2027. You cannot join the initiative for the second year if you have not been registered this year.

There is currently no guarantee of availability after 5 April 2028. 

There are no minimum requirements for purchase once registered.

Funds available

There are three streams of funding available with the Pass; grants for Certificates of Learning, matched funding for open courses and a grant for in-house training.

Grants for Certificates of Learning – certified CPD programmes

The Pass gives organisations up to twenty grants per calendar year:

  • £1,000 towards a Level 3 Introductory Certificate or upgrade to Professional or Advanced Certificates at Levels 3 or 4.
  • £2,000 towards a Professional or Advanced Certificate at any Level.

Matched funding for open training courses and credits on account

Matched funding is available on all purchases of individual course places or credits on account – a better way to fund larger or bespoke requirements.

Funding can be applied after any Impellus volume discounts.

 

 

In-house training grant

A £1,000 grant is available per annum towards any in-house training course or day of implementation training.

Application and enrolment

All qualifying organisations can now register for the financial year to April 5 2027. We will be writing to those who qualify in this order with clients then able to request registration by email link or by phone or email.

A registration fee of £135 plus VAT applies. Funding is available immediately thereafter. 

We need to take some basic organisational information at point of instruction to verify eligibility.

Membership to the Pass for the financial year 2027 to 2028 is an optional purchase for the same fee.

The deadline for enrolment for the Funded Development Access Pass is Thursday, 11 June 2026

Impact on your organisation 

The Funded Development Access Pass is for organisations who have previously invested in management and leadership development and want to commit to further development.

In doing so, they have access to a consistently available and flexible funding arrangement which can meet the their exact needs at any point within the timeframe of the Pass.

The nominal fee for membership to the Pass, if purchased for both years, will provide a greater amount of funding by return if just one single training day is purchased in that time.
