Access to funding for management and leadership development.
A continuation initiative for employers who have already committed to the development of their managers, leaders and future organisational performance.
The initiative provides access to grants for specific designated development programmes and in-house training, and matched funding support for the development courses and programmes of your own choice.
Your organisation is eligible if:
You have between 30 and 500 employees in the UK.
You have previously accessed any of these funded training initiatives:
- Train to Gain Leadership and Management Budget (2009 to 2011)
- Gearing up for Growth (2012 to 2014)
- Level 3 or 5 Apprenticeships in management and leadership with a paid success fee (2017 to 2025)
- National grant development initiatives (2020 to 2025)
- Regional development initiatives (2025 to 2026)
How it works
The initiative is designed to give surety of access to support within a fixed period. Employers are able to access the funds below as required until 5 April 2027.
The Funded Development Access Pass is available to qualifying organisations for £135 plus VAT and an option to renew until 5 April 2028 is guaranteed at the same price but must be purchased before the end of the first year. There is no guarantee of availability after 5 April 2028.
Funds available
Grants
The Pass gives organisations access to two types of training grants and additional matched funding.
£2,000 towards any of the following programmes delivered through open courses:
- Professional Certificate of Learning in Team Management and Leadership at National Level 3
- Professional Certificate of Learning in Senior Management and Leadership at National Level 4
- Advanced Certificate of Learning in Organisational Leadership and Management at National Level 5
£1,000 towards any in-house course delivery. One grant available.
Matched funding
Matched funding is available on all purchases of individual course places or credits on account where the total value of the order is above £4,000 plus VAT.
All funding is made available at point of order meaning that you do not have to pay in full and claim back.
Training and services purchased under the terms of the Pass must be booked within the date range of the Pass to qualify but doesn’t necessarily have to have been taken.
Application and enrolment
All qualifying organisations can join for the financial year to April 5 2027 on request by phone or by email by paying the fee for the Pass. Funding is available immediately thereafter.
We need to take some basic organisational information at point of instruction to verify eligibility.
Membership to the Pass for the financial year 2027 to 2028 is an optional purchase for the same fee.
The deadline for enrolment for the Funded Development Access Pass is Friday, 22 May 2026
Impact on your organisation
The Funded Development Access Pass is for organisations who have previously invested in management and leadership development and want to commit to further development.
In doing so, they have access to a consistently available and flexible funding arrangement which can meet the their exact needs at any point within the timeframe of the Pass.
The nominal fee for membership to the Pass, if purchased for both years, will provide a greater amount of funding by return if just one single training day is purchased in that time.
